According to the Waste Disposal Act, the recycled subsidy dispatching from EPA plays a very important role in financing the domestic recycling system in Taiwan. The inspection and certification party are assigned by EPA and dispatched to supervise the recycling processing units. As a result, one of the objectives of the project in this report is to assist EPA in revising the finance of this system and to assess these inspection and certification parties to ensure the effectiveness and fairness of this subsiding system. For the objective of assessing these parties, the project is to assist the assessing committee on the once or twice per year assessment. This report has finished this requirement by the contract on schedule for year 2006. Before completing the assessments, related works and activities were completed as well. With regard to revising the finance of the subsidy system, this project is aimed at discussing and establishing a model of operation for the financing of this system. We called for eleven formal meetings and one informal meeting in total. The agenda, conclusions and summaries of these meetings provide the basis for the financing of year 2006 and are listed in related tables. These data are also stored in the electronic form. In the future, this project will also assist in organizing other meetings and proposing applicable suggestions. In the process to apply for licenses of both recycling and processing industries, there are often several problems will meet. The other purpose of this project is to provide consultation for both industries and EPBs to remove these difficult.
